About this opportunity
The Federal Highway Administration is soliciting applications for Advanced Digital Construction Management Systems (ADCMS) grants for FY 2025 and FY 2026, with applications due by 11:59 PM ET on September 16, 2026.
Eligible applicants are State Departments of Transportation, including the District of Columbia and Commonwealth of Puerto Rico. State DOTs may submit joint applications with other State DOTs, local governments, Tribes, and private industry, provided one State DOT serves as the lead entity and grant recipient. A minimum non-Federal cost share of 20 percent of total project costs is required; applications without this threshold are classified as ineligible.
Total funding is up to $34 million, with individual awards ranging from a minimum of $1 million to a maximum of $5 million. Award selections are anticipated to be announced the week of December 14, 2026.
The program promotes implementation and deployment of advanced digital construction management systems and technologies to improve construction project efficiency, safety, and cost-effectiveness. Selection is based on four Merit Criteria: Supports Innovation and Increases Technology Adoption and Deployment; Safety and Core Infrastructure; Economic Competitiveness; and Reinvesting in the American Family. Applications are evaluated through Intake and Eligibility review, followed by Technical Review Team and Senior Review Team assessments using Merit Criteria ratings (Highly Responsive, Responsive, or Non-Responsive), Project Readiness Assessment (Technical, Financial Completeness, and Permitting Risk), and DOT priority considerations.
Awards are administered under 2 CFR Part 200. Recipients must comply with Buy America requirements, cybersecurity standards, anti-discrimination laws, domestic preference requirements, and semi-annual progress reporting. Selected awardees must collect performance data on safety, cost, scheduling, workforce training, and right-of-way impacts.
The opportunity is assigned to CFDA 20.227 (Technology and Innovation Deployment Program 503(c)).
