About this opportunity

The Federal Transit Administration is soliciting applications for approximately $28.5 million in FY 2026 competitive grants through the Pilot Program for Transit-Oriented Development Planning, with complete proposals due July 10, 2026, via GRANTS.GOV.

The program funds local communities to integrate land use and transportation planning around new fixed guideway or core capacity improvement projects. Statutory requirements mandate that funded comprehensive or site-specific planning must examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations.

Eligible applicants are classified as "Other" applicant types. Award recipients must execute a grant agreement in FTA's Transit Award Management System (TrAMS) to access federal funds. The approximate time from complete application submission to award is 15 to 30 days. Any extension of the period of performance requires approval from the relevant FTA regional office and is not guaranteed.

Recipients expending $750,000 or more annually in federal awards must undergo a single or program-specific audit. All recipients must maintain financial records, work program documentation including approved Statewide Planning Work Program (SPWP), progress reports, procurement and contracting records, and subrecipient records for a minimum of three years from submission of the final expenditure report.

The funding opportunity is assigned to Discretionary Planning Grant Programs (CFDA 20.541). Selection criteria vary by program; applicants should consult the program manager. Submissions by mail or fax will not be accepted. Contact April McLean-McCoy at april.mcleanmccoy@dot.gov or 1-800-877-8339 for additional information.

Synopsis

The Federal Transit Administration (FTA) announces the opportunity to apply for approximately $28.5 million in Fiscal Year (FY) 2026 funding. The Pilot Program for TOD Planning helps support FTA's mission of improving public transportation for America's communities by providing funding to local communities to integrate land use and transportation planning around a new fixed guideway or core capacity improvement project. Per statute, any comprehensive or site specific planning funded through the program must examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations.
