About this opportunity

The Federal Transit Administration (FTA) is soliciting competitive grant applications for capital projects to purchase electric or low-emitting ferry vessels and related infrastructure as part of the Electric or Low-Emitting Ferry Pilot Program. Eligible applicants include state governments, county and city governments, federally recognized tribal governments, public transit agencies, and U.S. territories responsible for operating or contracting passenger ferry services. Applicants must demonstrate capacity to manage federal transit funds and responsibility for operating or overseeing passenger ferry systems. Projects will be evaluated based on responses provided in the application supplemental form and criteria outlined in the Notice of Funding Opportunity (NOFO), with final selections determined by the FTA Administrator following technical evaluation and senior management review. All proposals must be submitted electronically through GRANTS.GOV using two forms—the SF-424 Application for Federal Assistance and a program-specific supplemental form—by the deadline of 11:59 p.m. Eastern Time on May 11, 2026.

This opportunity provides $98 million in competitive grant funding for eligible capital projects. Recipients are required to comply with 2 CFR 200 regarding Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Selected grant recipients will submit their grant applications into the Transit Award Management System (TrAMS) to obligate funds, and award recipients will be publicly announced via press release and published on the FTA website. Projects may be performed by eligible entities operating ferry services throughout the United States, including U.S. territories and possessions. For additional information, applicants should contact the FTA Office of Program Management at FTAFerryPrograms@dot.gov or (202) 366-2053.
