About this opportunity

The Federal Emergency Management Agency seeks applications for the Fiscal Year 2026 Flood Mitigation Assistance Swift Current grant program, with applications due January 31, 2028. Eligible applicants are state governments and federally recognized tribal governments; local governments must apply through their state or territory.

Awards range from $5 million to $40 million per applicant, with subsequent activations capped at an additional $30 million. The program expects to distribute $600 million in total funding. The budget period is 36 months from award date, with mandatory management costs capped at 10 percent for applicants and 5 percent for subrecipients.

Applicants must have received a major disaster or emergency declaration for a flood-related event between June 1, 2025, and May 31, 2027, and must meet specified National Flood Insurance Program (NFIP) claims criteria: $1 million in claims paid in the preceding 12 months, 500 or more claims from the declared event, or equivalent thresholds for territories and tribal nations. FMA Swift Current targets repetitive loss, severe repetitive loss, and substantially damaged properties within NFIP-participating communities.

Federal cost share generally covers 75 percent of project costs, with exceptions for severe repetitive loss properties (100 percent federal) and repetitive loss properties (90 percent federal). Applicants and subapplicants must maintain FEMA-approved hazard mitigation plans and comply with environmental and historic preservation requirements.

The program funds flood mitigation activities designed to reduce flood risk to NFIP policyholders and lower the NFIP's financial exposure, with emphasis on rapid post-disaster delivery aligned to the disaster survivor experience. The Assistance Listing number is 97.144.

Synopsis

FMA Swift Current aims to better align the delivery of FMA flood mitigation funding to the disaster survivor experience. The FMA grant program makes federal funds available to states, U.S. territories, federally recognized Indian/Native American Tribal Governments, and local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities. FMA funds a variety of flood mitigation activities that are designed to reduce flood risk to NFIP policyholders in an effort to reduce the NFIP's financial exposure.
