About this opportunity

FEMA is soliciting applications for Fiscal Year 2024 Flood Mitigation Assistance Swift Current grants to reduce repetitive flood damage to National Flood Insurance Program (NFIP)-insured structures in NFIP-participating communities, with applications due by December 30, 2026.

Eligible applicants include state governments, county governments, city and township governments, federally recognized tribal governments, and non-federally recognized tribal organizations. Local governments must apply through their state or territory. U.S. territories and the District of Columbia are eligible.

Total available funding is $500 million, allocated across Individual Flood Mitigation Projects and project scoping efforts. Maximum set-asides per applicant range from $5 million to $40 million depending on prior NFIP flood insurance claims and disaster impacts. Federal cost share reaches 100% for Severe Repetitive Loss properties, 90% for Repetitive Loss properties, and 75% for other eligible properties. Project scoping requires 75% federal and 25% non-federal cost share. Applicants may request management costs up to 10% of total subapplication budgets; subapplicants may request up to 5%.

The period of performance is 36 months from award date. Applicants have 120 to 150 calendar days to submit applications after their eligibility period starts. Eligible activities target Substantially Damaged, Severe Repetitive Loss, or Repetitive Loss properties following flood-related disaster declarations occurring between June 1, 2024, and May 31, 2025. Projects must comply with Federal Flood Risk Management Standards, Build America Buy America Act requirements, and demonstrate cost-effectiveness through benefit-cost analysis. Recipients must maintain NFIP participation and possess FEMA-approved hazard mitigation plans. Applications are submitted through FEMA Grants Outcomes (GO) and reviewed on a rolling basis. CFDA 97.144.

FY 2024 FMA Swift Current aims to better align the delivery of FMA flood mitigation funding to the disaster survivor experience. The FMA grant program makes federal funds available to states, U.S. territories, federally recognized Indian/Native American Tribal Governments, and local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), and within NFIP-participating communities. FMA funds a variety of flood mitigation activities that are designed to reduce flood risk to NFIP policyholders in an effort to reduce the NFIP's financial exposure.
