About this opportunity
The Indian Health Service (IHS), within the Department of Health and Human Services, is soliciting applications for the Community Health Aide Program: Tribal Planning and Implementation (TPI) grant to support Tribes and Tribal Organizations in the contiguous 48 states in planning and implementing community health aide workforces. Applicants must be federally recognized Indian Tribes or Tribal Organizations and must demonstrate readiness by having completed the Tribal Assessment and Planning (TAP) grant or providing documentation such as feasibility reports or community needs assessments. Key objectives include developing clinical supervision systems, establishing technology infrastructure, implementing comprehensive training programs, addressing workforce recruitment and retention, and ensuring financial sustainability. Applications will be evaluated on a 100-point scale across five categories: introduction and need (25 points), project objectives and work plan (25 points), program evaluation (25 points), organizational capabilities (15 points), and budget narrative (10 points). The application deadline is May 15, 2026 at 11:59 p.m. Eastern Time, with required submissions including a project narrative (10 pages maximum), budget narrative (5 pages maximum), work plan chart, SMART goals evaluation plan, tribal resolution, biographical sketches, letters of support, and required federal forms.
The program will distribute approximately $2,000,000 in total funding across 3 to 5 awards, with individual awards ranging from $400,000 to $666,667 for the first budget period. The grant supports a three-year period of performance divided into three 1-year budget periods, with continuation funding dependent on appropriations and satisfactory progress. Projects will operate as cooperative agreements with substantial IHS involvement, including technical assistance, monthly meetings, and collaborative review of work plans and evaluation strategies. Performance will take place within the applicant Tribe or Tribal Organization's service area in the contiguous 48 states.
