About this opportunity

The Bureau of Justice Assistance is soliciting applications for the FY 2026 Crisis Response Training Program, with a Grants.gov SF-424 deadline of October 5, 2026 at 11:59 PM ET and a JustGrants complete application deadline of October 13, 2026 at 8:59 PM ET. Approximately $5.26 million in federal funding is available across two award categories, each with an anticipated four awards of up to $650,000 per award. No cost sharing is required.

Eligible applicants are state, county, city, and tribal governments; federally recognized and non-federally recognized tribal organizations; public and private institutions of higher education with on-campus police departments; public or state-controlled hospitals with on-campus police departments; and other units of local government. Category 1 is open to law enforcement agencies; Category 2 is open to jails, prisons, and correctional agencies. Each applicant may submit multiple applications provided each application applies to only one category and project partners are proposed as subrecipients rather than co-applicants.

The program funds development, implementation, or expansion of crisis response training programs that enhance officer and public safety when responding to individuals in crisis with behavioral health conditions, intellectual and developmental disabilities, physical disabilities, or traumatic brain injuries. Applicants may propose crisis response and intervention training, virtual reality training systems for law enforcement or correctional settings, or both. Priority consideration is available for applicants coordinating with federal law enforcement through established 287(g) partnerships or Homeland Security Task Forces.

The award period is 36 months beginning January 1, 2027. The application requires a proposal narrative limited to 10 pages addressing need, project goals and objectives, project design and implementation, and organizational capabilities and competencies, plus a detailed budget and supporting documentation. The program is listed under CFDA 16.065 (Training to Improve Police-Based Responses to the People with Mental Illness).

Synopsis

This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Crisis Response Training Program. This opportunity supports state, local, and tribal governments, law enforcement agencies, correctional facilities, probation and parole departments, and sheriffs' offices in developing, implementing, or expanding crisis response training programs that enhance public safety, officer safety, and operational effectiveness by improving law enforcement responses to individuals in crisis who have behavioral health conditions (including mental health and substance use disorders), intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. This program will equip law enforcement and correctional officers with tactical skills and strategies, and technology to effectively address crisis situations and enhance public safety. Officers trained in crisis intervention techniques are better equipped to safely mitigate volatile situations involving individuals experiencing behavioral health crises, including those with I/DDs.

Eligibility

Units of local government; Public and state-controlled institutions of higher education with on-campus police departments; Public or state-controlled hospitals with on-campus police departments. For the purposes of this NOFO, other units of local government include towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state.
