About this opportunity

The Rural Business-Cooperative Service is soliciting applications for the Agriculture Innovation Center Demonstration Program to fund the operation of centers providing technical assistance to agricultural producers developing and marketing value-added agricultural products, with applications due January 31, 2027. Matching funds are required for at least one-third of the project cost.

Eligible applicants include county governments, state governments, city and township governments, tribal governments (federally recognized), higher education institutions (public and private), small businesses, for-profit organizations, 501(c)(3) nonprofits, and non-501(c)(3) nonprofits. Applicants must not be debarred, suspended, or excluded from USDA programs; must maintain active registration in the System for Award Management with a valid Unique Entity Identifier; and must complete Financial Assistance General Certifications and Representations in SAM prior to award.

Approximately $2.5 million in funding is available under CFDA 10.377 (Assistance Listing). Individual awards range from a minimum of $600,000 to a maximum of $1,000,000, with approximately three awards expected. The performance period is three years, with an anticipated award date of March 31, 2027.

The program emphasizes two RBCS Key Priorities: domestic manufacturing and industrial capacity, and new and expanded markets for American farmers and rural producers. Applications will be evaluated against criteria in 7 CFR 4284.1040. All recipients are subject to civil rights compliance, Build America Buy America requirements, geospatial data standards, and annual audit requirements under 2 CFR 200. Applicants are responsible for their own application development costs.

Synopsis

The primary objective of the program is to provide grants to Agriculture Innovation Centers that will provide technical assistance to agricultural producers to market value-added agricultural products.
