About this opportunity

The Department of State is soliciting applications for advisory support to establish a national Cybersecurity Operations Center in Argentina, with a single cooperative agreement award of $13.912 billion and an application deadline of October 16, 2026. This is a single-award opportunity with no competition for funds.

Eligible applicants include not-for-profit organizations, educational institutions, public international organizations, government institutions, FFRDCs, and for-profit organizations. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Cost-sharing is recommended but not required.

The 36-month cooperative agreement (CFDA 19.047, Emerging Threats) funds design, establishment, and operationalization of a centralized, civilian-led SOC to detect, analyze, and respond to advanced cyber threats targeting Argentine government networks and critical infrastructure. Work is performed in Argentina with administrative oversight by the Department of State. The anticipated project start date is November 16, 2026.

Funding is allocated across five objectives: Comprehensive and Ongoing Assessments ($2 million); Legal and Policy Frameworks ($1.25 million); Governance and Operational Design ($1.25 million); Technical Architecture Advisory ($5 million); and Workforce Development and Skills-Based Training ($4.6 million).

Evaluation criteria total 100 points: Quality and Feasibility (30 points), Organizational Capacity and Previous Grants (20 points), Program Planning and Ability to Achieve Objectives (15 points), Budget (10 points), Monitoring and Evaluation Plan (15 points), and Sustainability (10 points). Applicants submit via Grants.gov with a 40-page maximum proposal, required federal forms, detailed budget justification, CVs, and partner support letters. The Department of State retains substantial involvement through strategic oversight, work plan review, and concurrence on key deliverables, while the implementer manages technical execution and day-to-day operations.
