About this opportunity
The U.S. Department of Agriculture Foreign Agricultural Service is soliciting applications for the 2027 Technical Assistance for Specialty Crops program with an application deadline of August 14, 2026. Approximately $9 million will fund an anticipated 20 awards, with individual awards capped at $500,000. A 10 percent recipient cost-share contribution is mandatory for all applicants except federal, state, or local government agencies; cost share may be actual cash or in-kind contributions.
Eligible applicants are U.S. private and government entities with demonstrated roles or interests in exporting U.S. agricultural specialty crops (defined as cultivated plants excluding wheat, feed grains, oilseeds, cotton, rice, peanuts, sugar, and tobacco). Applicants must maintain active System for Award Management registrations and provide valid Unique Entity Identifiers before submission. Applications are accepted through four rolling submission deadlines: August 14, 2026 (initial tranche), December 31, 2026, March 31, 2027, and June 30, 2027. Project periods extend up to five years.
Projects must address existing or potential sanitary, phytosanitary, or technical barriers to U.S. specialty crop exports and demonstrate how proposed activities will benefit entire industries rather than specific companies. Applications are submitted through the web-based Unified Export Strategy system and must include organizational information, targeted markets and commodities, barrier descriptions, performance measures with baseline values and projected targets, detailed project goals and work plans, market assessments, trade impact analyses, and budget justifications.
Review consists of four phases: eligibility threshold review, agency review using eight weighted criteria totaling 100 points with a 70-point minimum scoring threshold, funding recommendation development, and final approval by FAS leadership. Successful recipients must comply with General Terms and Conditions, submit interim and final performance and financial reports, and retain records for three years post-completion. The program is listed under CFDA 10.604.
Synopsis
The TASC program is designed to assist U.S. organizations by providing funding for projects that seek to remove, resolve, or mitigate existing or potential sanitary, phytosanitary, or technical barriers that prohibit or threaten the export of U.S. specialty crops.
