About this opportunity

The Department of Agriculture Foreign Agricultural Service is soliciting applications for the 2027 Market Access Program to fund cost-shared marketing and promotion activities that expand exports of U.S. agricultural commodities, with applications due August 14, 2026. Cost share is required: a minimum of 10 percent for generic activities and an amount equivalent to total Commodity Credit Corporation reimbursement for branded activities. The program anticipates distributing $450,500,000 in federal funding across approximately 70 awards.

Eligible applicants are nonprofit U.S. agricultural trade organizations, nonprofit state regional trade groups, U.S. agricultural cooperatives, and state agencies. All U.S. agricultural commodities except tobacco are eligible for consideration.

Applicants must maintain active registration in the System for Award Management (SAM.gov) and submit applications through the web-based Unified Export Strategy system by August 14, 2026, at 5:00 pm Eastern Time. New applicant organizations must request UES access by July 24, 2026.

Marketing plans must include comprehensive information about the applicant organization, industry goals, promoted commodities, targeted markets, constraints and opportunities, proposed activities with budgets, administrative activities if applicable, and promised contributions. Evaluation occurs across four criteria areas: Program Strategic Planning (25 points), Program Management and Implementation (25 points), Program Evaluation and Results Reporting (50 points), and Activity and Budget Alignment with Program Goals (10 points).

Recipients must submit expense claims and contribution reports within six months of program year end and file annual performance reports detailing actual results against established targets. Indirect costs are prohibited. Grant records must be retained for a minimum of five years after final report submission.

The program is listed under CFDA 10.601.
