About this forecast

United States Marine Corps Systems Command is conducting an 8(a) sole-source recompete for Role Player and Immersive Support Services, with an estimated solicitation release date of July 1, 2026 and award date of April 1, 2027. The requirement calls for a high-fidelity training environment delivering enhanced battlefield realism through friendly and opposition forces, simulated battlefield effects and atmospherics, and culturally and linguistically accurate role-player representation reflecting current theaters of operation. Contractor personnel will provide subject matter expert support in USMC doctrine, tactics, command relationships, training execution, and after-action evaluation processes in a fixed-price, single-award indefinite-delivery contract structured for a 60-month period of performance.

The estimated award value range is $50 million to $100 million. Work is performed in Orlando, Florida. Personnel must hold Secret clearances; facilities clearance is unclassified.

The existing award being recompeted is Contract M6785423D8020, a single-award indefinite-delivery contract valued at $97,548,030.50 awarded on January 20, 2023 to Katmai Management Services LLC. Katmai has delivered multiple firm fixed-price delivery orders totaling more than $40 million under this IDV, with a contract completion date of January 19, 2028, supporting pre-deployment training exercises and designated area-of-operation preparation for U.S. Marines.

Forecast text

The purpose of the Role Player and Immersive Support Services requirement is to provide a high-fidelity training environment with enhanced battlefield realism including exposure to operational complexities, mental and physical stress, and challenging ethical decision-making. This is achieved by immersing individuals in a realistic battlefield environment using friendly and opposition forces, simulated battlefield effects (BFX) and atmospherics to the level of fidelity so that the perceived difference between the actual operational environment and immersive training environment is nearly indistinguishable to the training audience. This training will be performed in an interactive environment that is both culturally accurate and threat accurate. Cultural, ethnic, and linguistic representation includes live role-player speech, community activities, and individual actions/reactions accurately depicting the current theater of operation. Realistic BFX includes training safe pyrotechnics, simulated weapons and fire and other special effect and atmospherics. The SME services provide contractor personnel support who are conversant in USMC doctrine, tactics, command relationships, planning, scheduling, preparation, development of supporting training documentation and scenarios, execution and facilitation of live standards-based training events, training support instrumentation, and after-action evaluation processes.
