About this forecast
The Federal Emergency Management Agency (FEMA) is procuring bottled drinking water through this new requirement solicitation to replenish inventory at the DC Greencastle facility in Pennsylvania. The bottled water must meet a minimum shelf-life requirement of 120 months to support FEMA's disaster response capabilities and maintain stockage levels for emergency relief operations. The solicitation is estimated to be released on January 26, 2026, with an anticipated award date of February 12, 2026.
The estimated contract value ranges from $1,000,000 to $2,000,000 for the replenishment of approximately 1.53 million liters of drinking water during fiscal year 2026, with performance expected to conclude by March 30, 2026. This opportunity is set aside exclusively for small businesses and will be awarded on a firm fixed-price basis through an IDIQ TO/DO contract vehicle. The primary point of contact is Eduardo Yero (eduardo.yero@fema.dhs.gov, 202-957-4490), with Tureana Dash serving as the alternate contact and Supply Chain Specialist (tureana.dash@fema.dhs.gov, 202-615-4999).
Forecast text
The purpose of this steady state requirement is to replenish 1,530,596 liters of drinking water in FY 26 at DC Greencastle. DC Greencastle is preparing their inventory for readiness as they begin to dispose of current liters of water that will be expiring. The replenishment product shall have a minimum of 120 months of viable shelf-life. This replenishment will maintain current Federal Emergency Management Agency (FEMA) stockage levels and capability to support disaster survivors during emergency responses for declared disasters.
