About this forecast

Naval Air Systems Command (NAVAIR) Naval Air Warfare Center Weapons Division is procuring spectrum encroachment mitigation services under a single-award indefinite-delivery contract, with an estimated award date of July 1, 2026. The requirement encompasses studies of spectrum bands including 7.125–7.4 GHz for reallocation to non-Federal use, with agencies identifying appropriate landing bands for impacted systems; the 2.7–2.9 GHz and 4.4–4.9 GHz bands, for which agencies must develop new pipeline plans for approval and Congressional submission before funding allocation; and related dynamic spectrum sharing efforts, subject to OMB obligations limitations issued August 5, 2025.

The estimated award value ranges from $100 million to $250 million. Work is performed at Point Mugu, California. The procurement is being conducted as a competitive new contract with no set-aside category.

7.125-8.4 gigahertz (GHz) study

Because the OBBB foreclosed auction of frequencies between 7.4 and 8.4 GHz, OMB is withdrawing its prior approval of the use of SRF funds to study frequencies in that band as candidates for auction. To the extent that it does not represent a significant departure from their previously approved spectrum plan, agencies may continue to use their SRF funds to study the 7.125-7.4 GHz band for reallocation for non-Federal use, including identifying appropriate landing bands for impacted systems. If agencies are unable to use SRF amounts previously distributed to them to implement an OMB-approved study, or if amounts remain unspent at the conclusion of an approved study, those amounts must be returned to the SRF.

3.1-3.45 (lower 3) GHz study

The OBBB also forecloses auction of frequencies in the lower 3 GHz band. OMB approval to use SRF funds to study those frequencies as candidates for auction is therefore withdrawn. All unobligated SRF funding previously provided for those purposes must be returned to the SRF, as must any future deobligations or recoveries.

For the related Dynamic Spectrum Sharing (DSS) effort, OMB’s direction to limit obligations, issued August 5, 2025, remains in effect. OMB requests a briefing no later than January 30, 2026 from DOW for relevant OMB/EOP and DOC/NTIA officials to determine the future of the DSS effort. Please contact Lauren Jones (Lauren.H.Jones@omb.eop.gov) to schedule this briefing.

2.7-2.9 GHz and the 4.4-4.9 GHz Bands

The OBBB also requires the study of the 2.7-2.9 GHz and the 4.4-4.9 GHz bands. For these new studies, agencies will need to develop new pipeline plans for approval and submission to Congress before agencies can use or receive funding from the SRF.
