About this forecast
The U.S. Geological Survey is soliciting a definitive contract for S/P Global data and software services to support multiple projects within the USGS Energy Resources Program. The procurement includes access to comprehensive data libraries covering U.S., Canadian, and international oil and gas well history and production records, along with licenses for specialized subsurface analysis software (Petra, Kingdom, and Quetor). These resources are essential for USGS geoscientists to construct geologic models and conduct undiscovered energy resource assessments in support of Executive and Secretary's Orders focused on achieving American energy dominance. The solicitation is scheduled for release on March 30, 2026, with an estimated award date of May 29, 2026.
The estimated award value ranges from $2,000,000 to $4,900,000 under a Firm Fixed Price contract structure, with the period of performance extending from May 29, 2026, through May 28, 2027. The work will be performed in Denver, Colorado, and the current fiscal year projected obligation is $2,815,981. Interested parties should contact Sean Jones, Contracting Officer at the U.S. Geological Survey, via email at smjones@usgs.gov or by phone at 303-236-9314 for additional information regarding this full and open competition opportunity.

S/P Global Definitive Contract
Multiple projects within the USGS Energy Resources Program rely upon data and software provided by S/P Global. This Definitive Contract includes access to data libraries including US Oil and Gas Well History and Production; Canada Well History and Production; and World - excluding US and Canada Oil and Gas History and Production; that contain vast subsurface information e.g.; depths to geologic formation tops; petrophysical characteristics; volumes of oil produced from a well; drilling and casing history from domestic and international oil and gas wells and oil and gas production histories. These data are the primary source of information for USGS undiscovered oil and gas assessments. USGS geoscientists use these data to construct geologic models that form the basis for all USGS undiscovered energy resource assessments. The Definitive Contract also includes licenses to software Petra; Kingdom; and Quetor specifically designed to analyze; integrate; and model the subsurface data contained within these data libraries. This Definitive Contract is critical for the USGS to continue working to support Executive and Secretary’s Orders EO 14153; EO14154; EO14156; SO3417; SO3418; SO3422 focused on achieving American energy dominance.
