About this forecast
The Department of Homeland Security, through the Science and Technology Acquisition Division (STAD), is procuring a service and maintenance agreement for Agilent analytical systems supporting the Threat and Screening Laboratory (TSL), with solicitation release on September 11, 2026 and estimated award by September 30, 2026. The agreement covers operability and maintenance of ten Gas Chromatography systems, three Liquid Chromatography Single Quadrupole Mass Spectrometry systems, two Liquid Chromatography Triple Quadrupole Mass Spectrometry systems, and one Liquid Chromatography Mass Spectrometry Ion Mobility Quadrupole Time-of-flight system that support quality control and applied research. Personnel must have significant knowledge and experience in operation and maintenance of these specialized instruments to ensure reliable data generation and instrument availability.
The estimated award value ranges from $500,000 to $1,000,000 under a Firm Fixed Price, IDIQ TO/DO contract vehicle with a period of performance from September 30, 2026 through September 29, 2029. Performance occurs in Atlantic City, New Jersey. Maria Torres, requirements contact at the DHS Office of Mission & Capability Support, can be reached at maria.torres@st.dhs.gov or (609) 813-2715.
Forecast text
TSL requires the acquisition of a service agreement to ensure the operability of the Agilent systems. An important resource for performing this work at the TSL are the instruments that were previously purchased from Agilent Technologies, Inc. and span multiple analytical platforms. These instruments consist of ten (10) Gas Chromatography (GC) systems, three (3) Liquid Chromatography Single Quadrupole Mass Spectrometry Systems (LC-MS), two (2) Liquid Chromatography Triple Quadrupole Mass Spectrometry Systems (LC-QQQ-MS), and one (1) Liquid Chromatography Mass Spectrometry Ion Mobility Quadrupole Time-of-flight System (LC-MS-IM QTof). These highly specialized instruments play a vital role in the quality control and the applied research performed at the TSL.
These instruments must be readily available to perform analytical analysis to provide quality control and meet applied research goals. In order to generate reliable data, users and technicians must have a significant knowledge and experience base in order to properly operate and maintain them.
