About this forecast
The Department of the Interior, through the Bureau of Land Management, is issuing a call against the BLM Geospatial BPA to procure centralized GIS capacity supporting Greater Sage-Grouse land use plan implementation and Bureau-wide wildlife and Threatened & Endangered species program needs, with solicitation release estimated for September 1, 2026, and award estimated for October 1, 2026. The requirement calls for four spatial data analysts and one data manager/publisher to deliver geospatial analyses, interactive web tools, professional-quality maps, tabular summaries, derived datasets, and analytical figures evaluating habitat availability, habitat quality, and species distribution trends at range-wide scales across all BLM states with sage-grouse land use plans. Deliverables include recurring geospatial analyses mandated by Greater Sage-Grouse land use plans, consolidated wildlife spatial data supporting fire management and biological opinions, expedited environmental reviews and programmatic planning, and centrally managed habitat assessments accessible Bureau-wide.
The award value ranges from $2 million to $4.9 million on a firm fixed price basis, with performance of work from October 1, 2026, through September 30, 2027. This procurement is being competed under the Small Business Administration's procurement authority program and will be awarded as a call against the existing BLM Geospatial BPA.
Forecast text
This requirement will be issued against the Bureau of Land Management Geospatial BPA.
The BLM NOC will utilize contracted, centralized GIS capacity to deliver high‑priority geospatial projects supporting Greater Sage‑Grouse land use plan implementation and Bureau‑wide wildlife and T&E program needs via four spatial data analysts and one data manager/publisher.
This capacity will produce interactive web tools, professional‑quality maps, tabular summaries, derived datasets, and analytical figures quantifying habitat conditions, interactions, and impacts at range-wide scales which create efficiencies in data use, reduce timelines for required data analytics, and simplify use of data in NEPA by the field.
Deliverables this PoP include:
- Recurring, range‑wide, geospatial analyses mandated in the Greater Sage‑Grouse land use plans which evaluate habitat availability, habitat quality, and trends.
> These are used to inform adaptive management decisions across all BLM States with sage-grouse land use plans.
- Consolidate, standardize, analyze and make available data depicting priority big game, sensitive, and Threatened & Endangered species distributions and habitat conditions which:
> Make critical wildlife spatial data available to fire management and planning operations, improving risk assessment and prioritization.
> Inform programmatic biological opinions, central to improving permitting efficiencies.
> Enhance hunting and fishing access opportunity identification and convey wildlife related recreational opportunities to the public.
> Mitigate special status species conflicts that preclude ESA listings.
- Expedite environmental reviews and programmatic/project‑level planning, including management actions that by providing consistent, cross‑boundary analytical outputs.
- Compile, centrally manage, and facilitate BLM-wide accessibility to wildlife habitat assessments completed by the Field, District, and State Office.
