About this forecast

The Department of Justice Bureau of Prisons is forecasting a recompete of its Residential Reentry Center (RRC) and Home Confinement Services contract. This Indefinite Delivery/Indefinite Quantity (IDIQ) procurement seeks firm-fixed-price services to support the reentry and community corrections of male federal offenders in the Washington, D.C. area and surrounding Maryland and Virginia jurisdictions. The solicitation is estimated to release on July 1, 2026, with an anticipated award date of July 1, 2027.

The estimated award value range is between $15 million and $20 million, with a contract structure consisting of a base period plus four one-year option periods. Services will be performed in Washington, D.C., and must accommodate comprehensive community corrections programming including transitional housing, case management, offender monitoring, and rehabilitation services for up to 300 RRC beds and 150 home confinement placements. For inquiries regarding this opportunity, interested parties should contact Mary Bloom at mbloom@bop.gov or the Bureau of Prisons Small Business Program mailbox at bop-adm-smallbusinessprogram-s@bop.gov.

The incumbent contractor is Core DC LLC, an SBA-certified HUBZone firm and Black American-owned small business, which was awarded a single-award indefinite delivery contract (Contract Number 15BRRC20D00000313) on March 1, 2021, with a ceiling value of $40.4 million. Under the current contract, the Bureau of Prisons has issued nine delivery orders since September 2020 with cumulative obligated amounts totaling approximately $13.4 million, with individual task orders ranging from $93,700 to $1.46 million. The existing contract is scheduled to expire on August 31, 2026, prior to the recompete award date.
