About this forecast

The Department of Transportation is procuring Phase 1 development services for a Predicted Signal Phase and Timing (SPaT) system designed to mitigate blocked railroad crossings. This project, conducted in cooperation with Union Pacific RR and an industry data handler, will develop a cloud-based application utilizing real-time train location data to estimate and communicate blocked crossing events to vehicle navigation systems and mobile applications. Key objectives include evaluating system feasibility, effectiveness, and scalability, with Phase 1 encompassing project planning, coordination, data handling agreements, and hardware/software development. The estimated solicitation release date is June 1, 2026.

The estimated award value ranges from $250,000 to $499,000, with a base period of performance of 12 months for Phase 1, with future phases planned to fund deployment, test execution, and evaluation activities. The contract type, award type, and extent of competition are to be determined. Interested parties should contact Jennifer Wilsnack, the point of contact at the Department of Transportation, at jennifer.wilsnack@dot.gov for additional information regarding this opportunity.

Forecast text

In cooperation with Union Pacific RR and a trusted industry data handler, this project will deploy a test system which utilizes railroad-provided train location information and an FRA-developed cloud application to estimate blocked crossing events.  Timing of these events will be communicated as predicted SPaT to select vehicle navigation systems and mobile apps.  The project will evaluate system feasibility, effectiveness, and scalability. The base period of performance will be 12 months.   This contract action is for the award of Phase 1.  This includes project planning, coordination, data handling agreements, and hardware/software development.  A future phase will fund deployment, test execution, and evaluation.
