About this forecast

The Department of Homeland Security's Customs and Border Protection is seeking ground-based radar systems with elevated radar capabilities to enhance Air Domain Awareness across established areas of responsibility. The procurement requires persistent surveillance technology capable of detecting all airborne objects in all weather conditions with a high probability of detection (80-100%), minimal operator burden, and seamless integration into existing Air Marine Operations architecture, with particular focus on detecting non-cooperative, low-radar-cross-section objects such as unmanned aircraft systems and ultralight aircraft. The solicitation is estimated for release on January 21, 2026, with an anticipated award date of January 30, 2026.

The estimated award value ranges from $10,000,000 to $20,000,000 under a firm fixed-price contract vehicle with a one-year period of performance extending through January 29, 2027. This is a total small business set-aside opportunity classified under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with the place of performance located in Rio Grande. The primary point of contact is Tonya Brinkley at the Mission Support Requirements Office, reachable at tonya.k.brinkley@cbp.dhs.gov or (757) 449-7142.

Forecast text

The Department of Homeland Security’s (DHS) objective is to enhance Air Domain Awareness by employing additional surveillance systems and technologies that continuously surveil established areas of responsibilities (AORs) and detect all airborne objects within them, in all weather conditions across all environments. Persistent coverage, high probability of detection (80-100%), minimal operator burden, and integration into the existing Air Marine Operations (AMO) architecture align with the mission needs in areas experiencing high levels of illicit activities inclusive of non-cooperative, low-RCS objects like UAS and ultralights (Groups 1-4). Ground-based radar systems with elevated radar systems augment the ground base infrastructure that prioritizes robust detection capabilities of the Unified Mission Task (UMT) continuum, enabling effective surveillance, identification, classification, and response.
