About this forecast

Naval Facilities Engineering Command Europe Africa Southwest Asia is procuring asbestos abatement and flooring replacement in Building 546 at Naval Station Sigonella, Italy, with an estimated solicitation release and award date of April 1, 2026. The work addresses differing site conditions involving asbestos-containing vinyl flooring discovered in Rooms 10, 11, 13, 14, 15, 16, and 17; the contractor must safely remove and dispose of the flooring, furnish and install replacement flooring to project standards, and ensure full compliance with the submitted Asbestos Abatement Plan and all applicable federal and local safety and environmental regulations.

The abatement covers approximately 253.1 square meters across the seven identified rooms at Naples, Italy. The contractor must submit an itemized, firm-fixed-price proposal including direct costs for labor, materials, equipment, and hazardous waste disposal; a detailed schedule impact analysis identifying any additional critical-path days; and supporting documentation of subcontractor quotes and material estimates. No work shall commence until the Contracting Officer executes a formal contract modification.

•Abatement and Disposal: Safely remove and dispose of the asbestos-containing vinyl flooring in Building 546, specifically in Rooms 10, 11, 13, 14, 15, 16, and 17.

•Estimated Area: The total area requiring additional abatement is approximately 253.1 square meters.

•Flooring Replacement: Furnish and install new flooring in the newly abated rooms to match the specified project standards and ensure the spaces are returned to a fully operational state.

•Compliance: All removal, disposal, and replacement activities must be executed in accordance with the previously submitted Asbestos Abatement Plan, as well as all applicable federal and local safety and environmental regulations.

3. PROPOSAL REQUIREMENTS

The Contractor shall provide a detailed, itemized proposal for this additional out-of-scope work. The proposal must include:

•Direct Costs: An itemized breakdown of labor, materials, equipment, and hazardous waste disposal fees required for the abatement and subsequent flooring replacement.

•Schedule Impact: A detailed analysis of any proposed changes to the project schedule, including the number of additional days required on the critical path, if applicable.

•Supporting Documentation: Copies of any subcontractor quotes or material estimates utilized to develop the cost proposal.

4. SUBMISSION INSTRUCTIONS

Please submit your firm-fixed-price proposal and schedule impact statement to the Contracting Officer no later than [Insert Date/Time].
