About this forecast
The Department of Homeland Security Customs and Border Protection (CBP) is seeking qualified contractors to provide turnkey Operational Supplies and Service Support through a Blanket Purchase Agreement (BPA) designed to bridge supply chain gaps during temporary disruptions to normal operations. This requirement addresses increased demand for supplies and services at both Continental United States (CONUS) and Overseas Continental United States (OCONUS) CBP locations during emergencies such as hurricane season and non-emergency periods of heightened activity. All services must meet clean, sanitary, and safe standards for CBP employees and non-employees, with the estimated solicitation release date of April 17, 2026, and anticipated award date of June 2, 2026.
The contract is valued between $20 million and $50 million and is structured as a small business set-aside with a firm fixed-price contract type on a GSA Schedule vehicle. The period of performance spans from June 2, 2026, through June 1, 2031, providing a five-year service delivery window across United States locations. Primary points of contact include Clifton Greenhow, Program Manager at CBP (clifton.w.greenhow@cbp.dhs.gov, 202-907-7648), and David K. Harrod, Small Business Coordinator (David.K.Harrod@cbp.dhs.gov, 202-553-6456).
