About this forecast

The Food and Drug Administration is procuring continuation of Dun and Bradstreet data access services to support FDA business operations, public health mission, and regulatory functions, with an estimated solicitation release date of June 1, 2026 and an estimated award date of December 1, 2026. The data access sustains 44+ Submission, Registration and Listing systems used by 10 FDA centers, 10,000 FDA users, and industry partners to validate and verify company information; loss of this service would create catastrophic operational disruption, compromise data quality, and impair the FDA's ability to detect falsified data, protect confidential regulatory and manufacturing information, and respond to cyber threats.

The estimated award value ranges from $3 million to $7 million. Inquiries should be directed to oacquisitions@fda.hhs.gov.

Forecast text

Justification: Without the continuation of this data access, there will be catastrophic impacts to FDA business operations, public health, and regulatory mission, prohibiting capabilities to support inspections and respond to crisis. This will impact the FDA's 44+ Submission, Registration and Listing (SRL) systems that are used by 10 centers,10,000 FDA users and Industry to validate and verify company information submitted to the FDA. Beyond thedisruption to systems, data quality would be at risk. Such a disruption of FDA businesses, as well as vitaloperational and technical services, would negatively impact the agency's ability to protect against cyber threats,i.e. detecting against falsified data under a company's name, protecting access to confidential regulatorinformation, and protecting against the theft of confidential manufacturing information submitted to FDA. Afailure to properly validate information received by the Agency may result in taking incorrect or inappropriateactions based on the wrong information, that can lead to damage to FDA reputation, legal liability and releaseunsafe and defective products to American public. The threats, vulnerabilities, and risks to our critical assetsremain high and pose significant risk to our internet facing assets, industry partners, public health mission andreputation as a world health leader.
