About this forecast

The Department of Health and Human Services Food and Drug Administration (FDA) is forecasting a procurement for a Bulk Liquid Gas Storage System and Ultra High Purity (UHP) Nitrogen gas for the Arkansas Regional Laboratory. The primary objective is to maintain critical cold storage temperatures (-140oC to -170oC) for preserving virus strains, cell lines, and virus-positive samples essential for scientific research and public health protection. The estimated solicitation release date is November 1, 2025, with an anticipated contract award by January 1, 2026, under the NAICS code 541990 for Professional, Scientific, and Technical Services.

The contract involves providing a consistent liquid nitrogen supply to replenish storage every two to three weeks, which is crucial for maintaining over 45 years of unique scientific samples. While no specific budget range is detailed, the procurement is considered mission-critical for food safety and public health protection. The primary point of contact is Laquia Geathers, who can be reached at laquia.geathers@fda.hhs.gov, and the place of performance will be the FDA Arkansas Regional Laboratory. The potential contract underscores the importance of maintaining specialized scientific resources that cannot be replaced if compromised.

Forecast text

The FDA Arkansas Regional Laboratory (ARK) requires a Bulk Liquid Gas Storage System and Ultra High Purity (UHP) Nitrogen gas for the high volume and steady supply of liquid nitrogen gas - Gases are required for several critical laboratory analyses peformed for protection of public health. Without supply of gases, analyses would not be performed and equipment could be irreparable damaged. Liquid nitrogen (N2) is needed to maintain cold storage temperature (-140oC to -170oC) which is necessary to preserve virus strains, cell lines and virus-positive samples used for methods development and research. These methods are for the detection and confirmation of human viral-pathogen-positive outbreak samples during investigation, surveillance and/or trace back. Cell lines, virus and virus-positive samples both unique to the agency, as well as purchased commercially, are housed under liquid N2 storage conditions and represent 45+ years of effort, analysis and assay development. The liquid N2 has to be replenished every two to three weeks and without liquid N2, the ow temperature cannot be maintained which will result in the killing of all samples described above. Thus, the protection, maintenance and preservation of these samples is covered under "protection of FDA property" as without storage under liquid N2 these samples would immediately perish and cannot be replaced. The loss would be irrevocable and place the mission at risk of failure to provide food safety to, and protection of, the American public.
