About this forecast
U.S. Customs and Border Protection is procuring Non-Intrusive Inspection systems comprising Low-Energy Portals for smaller vehicles and Multi-Energy Portals for larger commercial vehicles designed to detect weapons, explosives, illegal drugs, and currency at border checkpoints. CBP will award a 5-year Indefinite Delivery Indefinite Quantity contract under full and open competition using Firm Fixed Price terms, with solicitation release targeted for August 17, 2026, and award anticipated by November 30, 2026. The systems must inspect both smaller vehicles (cars, sport utility vehicles, pickup trucks, motorcycles, commercial vans, and towed trailers) and larger occupied commercial vehicles (buses, recreational vehicles, and truck tractors with laden semitrailers).
The estimated award value is $100 million for the entire contract period through November 29, 2031. Place of performance is at border checkpoints with administrative oversight by CBP's Border Enforcement Contracting and Enforcement Division. Forecast text
CBP has an ongoing requirement to interdict contraband including, but not limited to weapons, explosives, illegal drugs, and currency, through the examination of various conveyances. As part of its layered enforcement strategy, CBP officers utilize Non-Intrusive Inspection (NII) systems like Low-Energy Portals (LEP) for inspecting smaller vehicles such as privately owned vehicles (POVs), including cars, sport utility vehicles, pickup trucks, motorcycles, commercial vans, dual-rear wheeled trucks, and towed trailers, as well as Multi-Energy Portals (MEP) for inspecting larger, occupied commercial vehicles, including buses, recreational vehicles, and truck tractors with laden semitrailers and trailers. CBP anticipates awarding a 5-year Indefinite Delivery Indefinite Quantity contract to support the procurement and deployment of these LEP and MEP systems.
Acquisition Strategy: Full and open competition using competitive procedures as prescribed in Revolutionary FAR Overhaul (RFO) Subpart 12.202-2, Other Procedures (NAICS code:334517).
