About this forecast

United States Marine Corps Systems Command is awarding an estimated $2 million HUBZone sole-source contract to the Nevada Automotive Test Center to conduct a Comparative Mobility Evaluation of light tactical vehicles, with solicitation and award both estimated for July 2026. NATC will execute a comprehensive test and evaluation plan encompassing Fleet Marine Limited User Evaluation with familiarization training, abbreviated 1,000-mile mobility characterization testing on the U.S. Army's M1301 (ISV-9) and M1313 (ISV-U) platforms, property management and bailment coordination for Government Furnished Property, and data collection leading to technical reports and General Officer outbriefs to assess operational gaps and vehicle acceptance.

The award is structured as a cost-reimbursement Basic Ordering Agreement order with a five-month period of performance. Work will be performed at Quantico, Virginia. MCSC contracting office M67854 is executing the procurement on behalf of PMM-205 (PM LTV), with no personnel or facilities clearance requirement.

Forecast text

The Nevada Automotive Test Center (NATC) has been tasked by the U.S. Marine Corps to conduct the Comparative Mobility Evaluation (CME). This project is designed to evaluate alternative light tactical vehicles currently fielded by the U.S. Army and U.S. Special Operations Command (USSOCOM) to assist USMC leadership in identifying potential operational gaps, quantifying vehicle capabilities, and assessing Fleet Marine acceptance of these platforms.

To support the CME, NATC will execute a comprehensive test and evaluation plan focused on safety, operator familiarization, and rigorous technical testing.

Key Project Elements.

1. Fleet Marine Evaluation: NATC will develop an approved evaluation plan to conduct a hands-on Limited User Evaluation (LUE) with Fleet Marines. Prior to testing, NATC will provide comprehensive familiarization training to ensure Marines can safely operate the vehicles while understanding their specific capabilities, physical characteristics, and design limitations.

2. Mobility Performance Testing: Following an approved test plan, NATC will execute an abbreviated 1,000-mile mobility characterization on the U.S. Army's M1301 (ISV-9) and M1313 (ISV-U) platforms. Testing will strictly adhere to the terrain distributions and operational parameters of the USMC JLTV Mobility Mission Profile.

3. Asset & Property Management: NATC will establish a comprehensive property management system to formally accept, secure, and maintain all Government Furnished Property (GFP)—including evaluation vehicles and specialized weapon simulators—and coordinate the legal bailment of commercial vendor vehicles if required.

4. Data Collection & Leadership Briefings: NATC will systematically collect quantitative automotive performance data and qualitative Marine feedback to generate comprehensive technical and operational reports. The evaluation will culminate in a General Officer outbrief featuring direct feedback from the Fleet Marine participants.
