About this forecast

The U.S. Coast Guard is procuring contractor technical services—research expertise and technical writing—to complete a Migrant Interdiction Operations Mission Analysis Report set aside for Service-Disabled Veteran-Owned Small Businesses, with solicitation release on July 27, 2026 and estimated award on September 29, 2026. The contractor must produce a report complying with USCG Major Systems Acquisition Management (COMDTINST 5000.10H), DHS acquisition requirements, and accepted analysis and technical writing practices, assessing USCG readiness needs and capabilities to meet operational requirements over the next 20 years. Award holders must possess a Secret clearance at time of award due to required access to classified material at the Secret level during analysis, though final reports remain unclassified.

The estimated award value ranges from $500,000 to $1,000,000 under a Firm Fixed Price contract through OASIS+ with a period of performance from September 29, 2026 through September 28, 2027, performed in Washington, DC. Marc Thibault, Technical Representative and Contracting Officer's Representative, serves as the requirements contact at marc.a.thibault@uscg.mil or (202) 372-1529; Michael Keegan at michael.keegan@uscg.mil or (206) 815-3222 is the alternate contact.

Forecast text

The requirement is to acquire Contractor technical services (research expertise and technical writing) to support the completion of a Migrant Interdiction Operations (MIO) Mission Analysis Report (MAR). The U.S. Coast Guard completes MARs to identify and assess its readiness needs and capabilities necessary to meet operational functional requirements and demands over the next 20 years. The main objective is to produce a robust, defensible, and well written MAR that complies with the United States Coast Guard (USCG) Major Systems Acquisition Management (MSAM), COMDTINST 5000.10H, the Department of Homeland Security (DHS) acquisition requirements, federal acquisition policies, and accepted analysis and technical writing practices.

Important Note: While the MIO MAR final reports themselves remain unclassified, a Secret Clearance is required at time of award as access to classified material at the Secret level will be required to complete the tasks and analysis as defined by the Performance Work Statement.
