About this forecast
The Department of Homeland Security's Science and Technology Acquisition Division is seeking a contractor to test and deploy a prototype pulsed Low Energy Portal (LEP) X-ray system at the San Ysidro Port of Entry in California. The contractor must be responsible for ruggedization of the prototype, installation, and comprehensive field testing including a Site Acceptance Test (SAT), with the ultimate objective of reducing nuisance alarms and interference between LEP and Radiation Portal Monitor (RPM) hardware. The solicitation is estimated to be released on March 23, 2026, with an anticipated award date of April 27, 2026, and the period of performance is projected to run from April 27, 2026 through October 26, 2026.
The estimated award value for this Firm Fixed Price contract ranges between $2,000,000 and $5,000,000, and the work will be performed in San Diego, California. This requirement falls under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and is structured as a technology refreshment effort under the existing IDIQ II.65 contract vehicle. The primary requirements contact is Dedria Locust at dedria.locust@hq.dhs.gov or (202) 875-3782, with John Clemmensen serving as the alternate contact at john.clemmensen@hq.dhs.gov or (202) 819-6048.
Forecast text
The objective of this requirement is to test the prototype pulsed-LEP at the San Ysidro POE. The Contractor previously developed a non-recurring engineering solution that will enable LEP and RPM hardware to operate with reduced nuisance alarms and interference. The Contractor shall be responsible for ruggedization of the prototype, installation at the San Ysidro POE, and field testing culminating in a Site Acceptance Test (SAT). The results of this effort will be utilized by S&T and CBP to apply to future LEP builds. This activity shall serve as a technology refreshment to existing products under IDIQ II.65, and there is thus a requirement for field operability.
