About this forecast

Naval Sea Systems Command (NAVSEA) is recompeting a Basic Ordering Agreement for MK 46 Optical Sight System (OSS) and MK 20 Electro-Optical Sighting System (EOSS) spares and related services, with an estimated solicitation release in the first quarter of FY25 and award targeted for July 2026. The procurement will be conducted as a sole-source, single-award Basic Ordering Agreement using cost-reimbursement pricing. NAVSEA requires optical sensor components and replenishment spares for critical U.S. Navy submarine and surface ship platforms.

The estimated award value ranges from $2 million to $7.5 million. Place of performance is Washington Navy Yard, Washington, DC. The agreement will establish a vehicle for issuing delivery orders for replenishment spares, engineering support, maintenance, and related services throughout the performance period.

The existing award is Basic Ordering Agreement N0002424G5317, a $90 million single-award agreement awarded to L3 Technologies, Inc. (L3 KEO Division) on December 12, 2023, with an ultimate completion date of September 30, 2028. L3 KEO performs work at its facility in Northampton, Massachusetts and has received two delivery orders to date: a $9.8 million fixed-price-incentive order for fiscal year 2024 replenishment spares and a $17 million cost-plus-fixed-fee order for engineering support services for both MK 20 and MK 46 systems.
