These firm fixed-price contracts aim to increase the commercial availability of native seed species for post-fire and disaster recovery, ecosystem restoration, and sage grouse habitat improvement in the northern sagebrush steppe, while reducing government seeding costs and creating a stable market for local growers.

The estimated award value ranges from $250,000 to $499,000 per contract, with a period of performance from October 1, 2026, through September 30, 2031. Work is performed in Colorado, Oregon, Washington, Idaho, Montana, and Wyoming. This is a full and open competition, firm fixed-price definitive contract funded by the Bureau of Land Management. Forecast text

Interagency seed increase contracts developed for the sage brush steppe in portions of OR, WA, ID and MT, CO and WY.  Since 2001, on a bipartisan basis, Congress has recognized the commercial market does not produce an adequate supply of native seed to meet the federal government’s need to manage native vegetation. In addition to meeting an immediate need to increase the seed supply for post fire and disaster recovery, seed increase contracts are part of a larger strategy to lower government seeding costs by creating a stable market and improving the effectiveness of seeding projects.  These seed increase contracts increase the variety of species commercially available, help recruit local growers by lowering their initial production risk, and help prevent market volatility.  Without these contracts DOI agencies will be forced to continue to rely on a handful of easily to produce non-native species, and cultivated varieties that, based on the best available science, do not restore and maintain functioning ecosystems. Native plants are not like weeds that can grow anywhere. Seed stocks for the northern sagebrush steppe are specifically developed for the growing conditions and targeted to restore sage grouse habitat and improve range productivity by adding species and seed sources that are more resistant to cheat grass and resilient to wildfire.
