About this forecast
The U.S. Coast Guard is procuring installation of integrated Computer and Monitor All-in-One electronic charting systems to replace end-of-life Comark Enduranode computers and discontinued 17-inch Hatteland monitors aboard the WPC-154 Fast Response Cutter fleet under a competitive 8(a) task order on the ILMS II IDIQ. The solution must meet maritime environmental standards (IEC 60945) and withstand harsh operating conditions, with the Coast Guard planning to upgrade legacy hardware components such as data distribution equipment where feasible to standardize electronic navigation architecture and reduce failure rates. Solicitation release is targeted for May 7, 2027, with award anticipated July 30, 2027.
The estimated award value ranges from $2 million to $5 million for 64 installations planned across CONUS and OCONUS locations, with performance running from July 30, 2027, through July 29, 2030. Richard Caruso (richard.h.caruso@uscg.mil, 757-791-1157) serves as the requirements contact and Marcus Luno (marcus.a.luno@uscg.mil, 757-713-7098) as the alternate contact at the U.S. Coast Guard, with the contracting office identified as C5I C32 C2PL.
Forecast text
The purpose of this requirement is to support the Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) recapitalization of the Coast Guard Electronic Charting System (CGECS) installed aboard the 154-foot Fast Response Cutter (WPC-154) fleet. Under this effort, existing end-of-life Comark Enduranode computers and discontinued 17-inch Hatteland monitors will be replaced with an integrated Computer and Monitor All-in-One (AiO) solution engineered to meet maritime environmental standards (e.g., IEC 60945) and withstand harsh operating conditions. Additionally, legacy lower-level hardware components, such as data distribution equipment, will be upgraded where feasible to standardize electronic navigation architecture, reduce failure rates, streamline fleet troubleshooting, and ensure continued operational readiness across the WPC-154 platform. There are 64 installations planned to be completed both CONUS and OCUNUS.
USCG plans to issue a task order under the ILMS II IDIQ for this requirement.
