About this forecast

The U.S. Coast Guard is recompeting a firm fixed-price indefinite delivery contract for advanced Narcotic Trace Detection devices to detect narcotics or explosives on vessels and shore facilities in support of Contraband Detection Activities, with solicitation release estimated for March 1, 2027, and award anticipated for September 23, 2027. The devices must employ organic, mechanical, or chemical sampling and examination methods, and performance is scheduled through September 22, 2032.

The estimated award value ranges from $10 million to $20 million. Work will be performed in Portsmouth, Virginia. Emily Woodward (emily.a.woodward@uscg.mil, 571-608-4923) serves as the requirements contact, with Mark Doolan (mark.p.doolan@uscg.mil, 757-483-8460) as the alternate point of contact.

The recompeted award replaces contract 70Z02322CMLE00001, a $7.94 million firm fixed-price definitive contract awarded to Smiths Detection Inc. on September 23, 2022, with ultimate completion on September 22, 2027. Under the predecessor contract, Smiths Detection decommissioned and disposed of up to 150 obsolete IONSCAN devices while providing 150 replacement IONSCAN 500DT and 600 units, three loaner devices, 200 online training quotas, and service support for 76 existing units in Coast Guard inventory.

Forecast text

The United States Coast Guard’s (USCG) maritime law enforcement mission includes countering illicit narcotic trafficking. Maritime law enforcement encompasses armed intervention by uniformed Coast Guard personnel, conducted both aboard vessels and at facilities ashore, to detect and suppress violations of applicable law.

To support this critical mission, USCG units are authorized to conduct Contraband Detection Activities (CDA) to determine the presence of contraband. CDA involves the use of organic, mechanical, or chemical devices that sample or examine the air or physical surfaces to detect narcotics or explosives. The purpose of this project is to acquire and field advanced Narcotic Trace Detection (NTD) devices to fulfill this operational CDA requirement.
