About this forecast

The General Services Administration is exercising an option on a competitively awarded contract to provide security updates, help desk support, and program management for GCIMS (GSA Credentialing and Identity Management System), which manages background investigations and credentialing for GSA personnel and contractors. The contract must be awarded by September 27, 2026, to maintain continuous HSPD-12 functionality and prevent operational gaps that would block GSA Access Card issuance and employee onboarding. The work encompasses higher-tier help desk support, automated process management, mass initiation of background investigations, RapBack processing, Time and Attendance (TW 1.25) functionality, GSA Access Card Management, and DCSA coordination.

The estimated award value ranges from $10 million to $19 million under the MAS 541519PIV category, with a basic exercised value of $16,014,278 on a Time and Materials/Labor Hours contract. This is a full and open competition delivery order funded by the Federal Acquisition Service. Phillip Ahn (phillip.ahn@gsa.gov) serves as the point of contact.

Forecast text

The current contract expires on 9/26/2026. We need the new award to be in place by 9/27/2026 or we will not be able to support HSPD-12 functionality throughout GSA. Funds the competitivily awarded contract to provide security and updates to GCIMS. GCIMS manages background investigation and credentialing for GSA personnel. GCIMS also provides data throughout GSA and is an central hub for data. Additionally this contract supports the higher tier help desk support and managing automated processes within HSPD-12 program (Mass initation of background investigation RapBack and TW 1.25 MSO GSA Access Card Management and DCSA). The operational risk is that employees and contractors will not able to obtain and use GSA Access Cards causing security vulnerabilities. Additionally employees and contractors will not be able to onboard to do work for GSA. The contract should use the MAS 541519PIV category.
