About this forecast
The Federal Emergency Management Agency is procuring mobile satellite services to support disaster response and emergency communications through a competitive BPA solicitation that released on October 13, 2026, with an estimated award by December 1, 2026. FEMA requires contractors to provide pre-existing, pre-engineered mobile satellite services, professional services, service enabling devices, and ancillary equipment including cables, connectors, batteries, and battery chargers for deployment anywhere in the Continental United States and outside the Continental United States under all FEMA mission conditions. The contractor should anticipate variable usage levels: relatively light usage during non-disaster periods and increased usage during heightened disaster response activities when terrestrial communications are unreliable or unavailable.
The estimated award range is $5 million to $10 million under a firm fixed price contract vehicle with a period of performance from December 1, 2026, through November 30, 2031. The 70FA30-OCPO IT Commodities and Telecommunications office is the contracting office; LaDonna Taylor (ladonna.taylor@fema.dhs.gov, 540-326-5910) is the requirements contact.
