About this forecast
The Department of Health and Human Services Food and Drug Administration is seeking a Fast Healthcare Interoperability Resources (FHIR) Server to enhance the BEST IM Platform's scalability for onboarding various healthcare organizations. The contract aims to provide a solution that enables interaction with diverse systems at different technological stages, with an estimated solicitation release date of May 1, 2026, and an anticipated award date of July 1, 2026. The procurement falls under NAICS code 423430 for Computer and Computer Peripheral Equipment and Software Merchant Wholesalers.

The project seeks to leverage existing commercial applications like IRIS for Health to avoid prohibitively expensive custom development. The primary point of contact is Joshua Holliday (joshua.holliday@fda.hhs.gov) from the FDA, who can provide additional details about this technology procurement initiative.
Forecast text
The FHIR sever will allow the BEST IM Platform to have the necessary scalability to onboard various organizations, like regional and state health information exchanges, pharmacies, registries, etc., To achieve such scalability, we must have the ability and flexibility to interact with diverse systems that might have different technical abilities, or at different modernization stages, i.e. don't have FHIR capabilities, yet. This support is available in few commercial applications, such as IRIS for Health, which has been implemented, tested, used for a long period of time. Alternatively, building this support, designing and creating our own solution would be prohibitively costly and time. Leveraging, one of these integrated FHIR servers, and its built-in functionalities will enable the BEST IM Platform to interact and communicate with disparate systems to and provides a timely solution to this issue.
