About this forecast
The Department of the Interior is procuring research and development services to adapt the open-source OpenDrift 3D oil spill model for use in environmental assessments related to Outer Continental Shelf oil and gas lease sales, with solicitation release estimated for March 31, 2027. The deliverables include calculation of oil spill metrics for the Bureau of Ocean Energy Management's (BOEM) environmental decision-making and development of a public-facing visualization interface to replace the current Oil Spill Risk Analysis model, which is time-intensive and lacks adequate oil spill dynamics representation and visualization capability.
The estimated award value ranges from $1 million to $1.9 million for a definitive contract with performance in Sterling, Virginia. Contact Zhen Li at the Bureau of Ocean Energy Management (zhen.li@boem.gov) for additional information regarding this acquisition, which is currently in planning phase under the MMA-MMGG Office Environmental Programs and Compliance.
Forecast text
MMA needs a transparent, efficient, and legally defensible oil spill risk assessment tool to enhance decision-making in response to the increasing oil and gas lease sales in the Outer Continental Shelf (OCS). The current Oil Spill Risk Analysis (OSRA) model requires extensive time to implement, lacks some oil spill dynamics, and has no public facing visualization interface for ease of understanding. This study aims to adapt the community-based, open-source, state-of-the-art, 3D oil spill model OpenDrift to calculate oil spill metrics for use in MMA's environmental assessments and to develop a public facing interface for understanding and visualization of model results.
