Forecast text
The Bureau of Indian Affairs, Division of Energy and Mineral Development (DEMD) has a continued need to acquire technical personnel support services by a Contractor who can supply a variety of technical skills in the areas of energy (both conventional and renewable), engineering, earth sciences (exploration and production), information technology, and Graphical Information Services (GIS) services. DEMD does not possess the quantity of manpower with the associated expertise required to fulfill its mission to support all Indian Country, and a labor contract fills those gaps. Energy Dominance is an administrative priority, and this supports that priority as well.
Technical and business advising; expertise regarding assessment and development of energy and mineral resources; grant management support; development and management of the National Indian Oil and Gas, Energy and Minerals System (NIOGEMS); data management; Tribal business, economic, and capacity development support.
DEMD has the lead role in providing technical advice and services to Tribe with respect to the location, definition, and development of energy and minerals. DEMD operates under the Energy Policy Act of 2005, the Indian Mineral Development Act of 1982, and other authorities that designate the Bureau of Indian Affairswith the responsibility of facilitating tribal efforts to enhance sovereignty and promote economic development through their energy and mineral resources and related capacity.
The labor contract will support grant monitoring for DEMD’s portfolio of Tribal Energy Development Capacity (TEDC) and Energy and Mineral Development Program (EMDP) grant-funded projects, provides Tribal technical assistance, supports the grant administration process, and supports the NIOGEMS application’s ongoing operation and development.
The contractors will support federally recognized Tribes by providing no cost technical, economic, and project development assistance for tribally driven energy and mineral initiatives. Its team of engineers, geologists, analysts, and business specialists will help Tribes assess resources, plan projects, navigate permitting and contracts, and evaluate opportunities across fluid minerals, solid minerals, and all other energy systems including Tribal Utility Authorities, microgrids, and distributed generation facilities.
The contractors will also strengthen long term Tribal economic capacity by advising on business planning, entity formation, financing, and strategic resource development. Through programs like the Energy and Mineral Development Program (EMDP) and Tribal Energy Development Capacity (TEDC) grant and dedicated business advisory services, the contractor will help Tribes build sustainable, culturally aligned economic pathways while ensuring fair market value and maximizing benefits from their energy and mineral resources.
