About this forecast

The U.S. Coast Guard is procuring administrative management and consulting services under a total small business set-aside to support the Civilian Labor and Employee Relations Branch's Performance Management Program and Case Management System modernization, with solicitation release estimated for September 21, 2026, and award anticipated for November 8, 2026. The requirement encompasses professional program management and administrative support to address new legislative requirements and insufficient current staffing capacity, and modernization of the Case Management System to track misconduct allegations and outcomes in compliance with DHS Misconduct Governance Board quarterly reporting mandates, incorporate additional data fields for complex cases, and generate Department and Office of Personnel Management reports via a real-time accountability database accessible through Virtual Desktop Infrastructure.

The estimated award value ranges from $500,000 to $1,000,000 under a firm fixed-price contract procured through OASIS+ with a period of performance from November 8, 2026, through November 7, 2027, based in Washington, DC. The Coast Guard Contracting Office (CG-HCA-COCO-1) is procuring on behalf of the Personnel Service Center. Forecast text

The Office of Civilian Workforce Relations, Civilian Labor and Employee Relations (PSC-CPM-2) provides direct advisory services to operational commands related to civilian accountability. This encompasses conduct and performance-based actions, leave misconduct, medical inability, reasonable accommodations in connection with employee relations matters, union grievances, and settlements. This requirement merges two (2) critical support services:

Performance Management Program Support: The Performance Management Program requires additional professional program management and administrative support to meet new legislative requirements and departmental directives. Current personnel resources are insufficient to sustain daily operations, respond to complex data calls, and conduct mandated quality assurance activities.

Case Management System (CMS) Modernization: Following a 2019 Department of Homeland Security (DHS) Office of Inspector General (OIG) report and a 2022 Secretary memorandum, the Coast Guard (CG) is required to meticulously track misconduct allegations and outcomes on a quarterly basis. The current CMS (implemented in 2025) must be modernized to accommodate incoming CG employee populations, incorporate additional data fields for complex cases, and generate specific reports for the Department and Office of Personnel Management (OPM). A real-time accountability database is required to promote transparency, consistency, and collaboration across the CG.

This unified contract will stabilize daily civilian performance workflows and ensure 100% data integrity and compliance with DHS Misconduct Governance Board (MGB) quarterly reporting mandates. Contractor physical hardware is not provided; access will be remote via Virtual Desktop Infrastructure (VDI/Manta).
