About this forecast
The Department of Commerce's National Institute of Standards and Technology (NIST) is seeking to procure two automatic 2D transfer systems to support advanced electronics research, specifically for fabricating complex layered test devices in collaboration with Intel. These systems are critical for developing state-of-the-art 2D material devices and will be used to test reliability of next-generation electronic components. The estimated solicitation release is scheduled for November 15, 2025, with an anticipated contract award date of February 15, 2026.
The contract has an estimated award value range of $0 - $250,000, with systems to be installed at two NIST locations: Gaithersburg, MD, and Boulder, CO. The procurement is aimed at increasing research throughput and preventing potential damage to fragile 2D material-based test structures during inter-site transportation. The point of contact for this opportunity is Nathali Clark from the CHIPS organization, who can be reached at nathali.clark@chips.gov, and the contract is currently anticipated to be a sole-source award within the Semiconductor and Related Device Manufacturing NAICS code (334413).
Forecast text
This purchase request is to acquire two automatic systems to facilitate the precise and efficient transfer of 2D materials to various substrates for fabricating the complex layered test devices needed to examine next generation electronics based on these substances. The procurement of a 2D transfer system is needed to develop electronic test structures to test reliability in support of NIST CRADA work with Intel. These systems will fabrication the state-of-art 2D material devices needed for research testing. Two systems are being procured (one in Gaithersburg, one in Boulder) to facilitate higher throughput and to ensure that fragile 2D material-based test structures are not damaged in shipping between NIST sites.
