About this forecast
The National Institute of Standards and Technology (NIST) is procuring continued development and transfer services for the Workforce Data System (WDS), a secure, Salesforce-based cloud application designed to administer the CHIPS Act Annex G workforce awards and minimize fraud risk. The system, which is nearly complete with 88% of its build already funded by Natcast ($3.51M of $3.99M), requires completion of remaining development work and transition to NIST ownership. The estimated solicitation release date is November 15, 2025, with an anticipated award date of February 15, 2026.
The estimated award value ranges from $251,000 to $500,000, with procurement classified under NAICS 541611 (Administrative Management and General Management Consulting Services). The WDS will be located at 35 Colvin Ave, Albany, NY 12206, and will serve as the technology platform for developing Workforce Solution Funding Orders and collecting performance data to verify the proper use of CHIPS workforce funding disbursements. Adriana Di Rocco (adriana.dirocco@chips.gov) serves as the primary federal point of contact for this sole-source procurement.
Forecast text
The WDS is a secure, Salesforce-based cloud application that is necessary for CPO to administer the Annex G workforce awards effectively as advances and minimize fraud risk. The system is almost entirely built, and Natcast paid for 88% of the build ($3.51M of $3.99M). With the support of the Secretary’s Office, CPO has obtained the mostly-built WDS from Natcast in a settlement at no cost and negotiated the vendor (BCG) down to $772K for the rest of the build and transfer to NIST.¿ This system is needed because CPO Workforce Funding disbursements differ from milestone disbursements: they are paid in advances via Workforce Solution Funding Orders, which establish the intended purpose of each disbursement of CHIPS workforce funds and details the performance data that will be collected to verify the intended purposes are being carried out.¿The WDS provides a technology platform to efficiently develop Workforce Solution Funding Orders, e
