About this forecast

The Department of the Interior's Bureau of Land Management is seeking to procure off-range holding corral facilities for the care and management of wild horses and burros removed from federal rangelands. These facilities must provide comprehensive animal husbandry services including vaccination, deworming, identification through freezemarking and/or microchipping, gelding of stallions, and serve as distribution hubs for adoption, sale, transfer, training, and transition to off-range pastures. The solicitation is estimated to be released on August 10, 2026, with an anticipated award date of January 1, 2027.

The contract value is estimated between $100 million and $249 million, with a period of performance spanning ten years from January 1, 2027, through December 31, 2036. While the primary location is Colorado, the facilities network is expected to be distributed across the western United States, with additional strategic locations in the Central, Plains, and Eastern states to facilitate distribution to major population centers. Interested contractors should direct inquiries to Anne Ebbers, Branch Chief of Natural Community Resources at the Eastern States Office, at aebbers@blm.gov.

Forecast text

Facilities where animals removed from the range are cared for. Usually but not always contracted animals in corrals acclimate to a controlled environment, receive equine vaccines and dewormer treatments, obtain identifying freezemark and/or microchip, stallions are gelded and are distribution locations for adoption/sale/transfer, training, or transition to off-range pastures. These are mostly located in the western US, with a few strategically located in the Central, Plains, and Eastern states to allow for distribution to larger population centers.
