About this forecast

The U.S. Coast Guard is procuring up to four Arctic Security Cutters (ASC) as multi-purpose polar ships to address national security threats and restore maritime dominance in the Arctic region. This new requirement is established under a Presidential Memorandum issued October 8, 2025, designating the ASC program as a strategic national priority to strengthen the Coast Guard's insufficient icebreaker fleet capabilities. The solicitation is estimated to release on March 9, 2026, with an anticipated award date of April 27, 2026.

The estimated award value is $100,000,000 and will be structured as a firm fixed price definitive contract with an estimated performance period running from April 27, 2026 through February 9, 2030. The construction will take place in Helsinki, Finland, with the Coast Guard exercising authority to waive competitive bidding requirements through FAR Class Deviation 25-11 to expedite procurement. Primary points of contact include Felix Delgado (felix.e.delgado@uscg.mil, 571-608-0424) for contracting matters and Renee Wiwel (renee.k.wiwel@uscg.mil, 206-827-1186) for requirements inquiries.

Forecast text

The Presidential Memorandum titled “Construction of Arctic Security Cutters” issued October 8, 2025, establishes the ASC program as a strategic national priority. The United States Coast Guard's current fleet of icebreakers is insufficient to control, secure, and defend the U.S. territories and emerging threats in the Arctic. The President ordered a comprehensive approach to restore America's maritime dominance, including rebuilding America's maritime manufacturing capabilities. To meet national security threats and priorities, the President directed the United States Coast Guard to build up to four (4) Arctic Security Cutters abroad by waiving statutory requirements 14 U.S.C § 1151(b) and 10 U.S.C § 8679(b) for four (4) years. To meet national security threats and priorities, pursuant to the authority in 10 U.S.C § 3204(a)(7), as implemented by FAR 6.103-7 (FAR Class Deviation 25-11), the Coast Guard was authorized to waive the requirement to provide full and open competition in the public's interest.
