About this forecast

The Department of Transportation is seeking research services to evaluate the effects of air leakage on locomotive automatic engine start/stop (AESS) systems, with a focus on quantifying fuel penalties associated with air leaks in both the locomotive and brake pipe air systems. The research objective is to understand the impact of excessive air leakage on AESS operational performance, building upon previous screening tests that identified fuel penalties during continuous operation but failed to account for the additional engine operating time required to maintain Main Reservoir air pressure. The estimated solicitation release date is June 1, 2026.

The contract is valued between $500,000 and $999,000 and will be awarded as a firm fixed price definitive contract through sole source procurement without set-asides. This research and development opportunity falls under NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences). For additional information regarding this forecasted opportunity, interested parties should contact Jennifer Wilsnack at the Department of Transportation via email at jennifer.wlsnack@dot.gov.

Forecast text

Research to evaluate the effects of air leakage on operations and performance of locomotive automatic engine start/stop (AESS) systems.  Understand the impact of excessive air leakage on AESS' ability to operate as intended.  This project focuses on quantifying the fuel penalty associated with air leaks on the locomotive and simulated air leaks in the break pipe air system. Previous SwRI screening tests only identified the fuel penalties associated with the line haul and switcher duty cycles during continuous operation but did not identify the penalty associated with the additional time that the Automatic Engine Start Stop (AESS) system needs to operate the engine to maintain the air pressure in the Main Reservoir (MR).
