This Statement of Work (SOW) establishes a secure administrative data environment enabling OHSS to fulfill its mission fostering transparency and data-driven homeland security decision-making. The environment addresses DHS data challenges including decentralized reporting, data maintained separately across systems, varying definitions and vintages, duplicative requests, and delayed releases.

Scope includes:

1. Data Governance and Coordination: Supporting OHSS coordination across DHS Components and Interagency partners for consistent data definitions and methods, engaging Statistical Officials to provide consistent information to leadership, White House, Congress, and the public.

2. Data Exchange and Linkage: Exchanging and linking data from various agencies across the homeland security enterprise for statistical reporting purposes.

3. Statistical Production and Reporting: Producing statutory reports and public dissemination of homeland security statistics across immigration, law enforcement, cybersecurity, disaster response, maritime operations, international trade, and emergency management.

4. Analytical Modeling: Operational modeling and impact analysis of resource and policy scenarios to provide data-driven insights to leadership.

5. Secure Infrastructure: Establishing FedRAMP-authorized environment based on ADRF architectural principles, including AWS GovCloud infrastructure, defense-in-depth security, Five Safes framework controls, and continuous monitoring.

6. Evidence Act Compliance: Supporting OHSS's four fundamental responsibilities: producing timely statistical information, protecting provider confidentiality, conducting objective statistical activities, and conducting credible statistical activities.
