About this forecast

The Food and Drug Administration is seeking contractor support for the ACCEL Export Certification Program, a new requirement to provide administrative and technical support for the HFP Export Certification Program's day-to-day operations. The contract will support four contractor positions responsible for delivering reliable customer service to internal and external stakeholders, reviewing and processing applications for export certificates, and reviewing and processing applications for export lists. The solicitation is estimated to be released on January 1, 2026, with an anticipated award date of September 1, 2026.

The estimated award value ranges from $1,500,000 to $3,000,000, and the contract will employ four full-time contractor positions to support the program's increasing workload and new foreign government certification requirements. The program is currently operating at near-capacity and is expected to absorb additional work from HFP offices during 2025-26, with any reduction in service from current levels posing a direct risk to application processing times and U.S. export market access. For inquiries regarding this opportunity, interested parties should contact the FDA Acquisition Liaison at hfpacquisitions@fda.hhs.gov.

Forecast text

ACCEL Export Certification Program Support - four (4) contractor positions to provide administrative and technical support to HFP Export Certification Program for day-to-day operations, which include 1) reliable customer service to internal and external stakeholders,2) reviews and process applications for export certificates, and 3) reviews and process applications for export lists. Supports US industry public health and trade needs.

The four employees on this contract are currently working at near-capacity, and the program is expected to absorb additional work from HFP offices in 2025-26 -- and is also expected to remain ready to address any new foreign government certification requirements expected to go into force during this period. The workload is increasing steadily. *Any* reduction in service on this contract from current levels will have an immediate and measurable impact on current application processing and response times. More importantly, any reduction will seriously impede the Export Certification Team's ability to address new foreign government certification requirements -- putting key U.S. export markets at risk of closure.
