About this forecast
Department of the Navy Naval Facilities Engineering Command Northwest is procuring a feasibility study to evaluate housing requirements at Naval Base Kitsap in Bangor, Washington, driven by a new directive requiring E4 personnel to have individual bedrooms and bathrooms. The study will assess the gap between current Perch and Pickerel Bachelor Enlisted Quarters capacity and the housing units needed under the new policy, and will evaluate options including remodeling existing structures or demolishing and constructing new multi-floor market-style units. The estimated award date is 2026-07-01.
The estimated award value is up to $2 million. The work will be performed in Silverdale, Washington under a fixed-price delivery order or task order procurement instrument with streamlined procedures for single-award IDIQ arrangements. The contracting office is NAVFAC Northwest (UIC N44255), with the program requirement office at Naval Base Kitsap ROICC.
Forecast text
A Feasibility Study is needed to provide the command with an overview of the need for additional housing units to support a new directive requiring E4's to have their own bedroom and bathroom. This requirement cannot be met with the current housing units available. It will also require existing two and four bed units to be converted into single bedrooms which will reduce the current numbers of beds that housing can accommodate.
The study needs to focus on the BFR of current housing verses the actual amount of housing needed under the new E4 requirement.
Options may include completely remodeling current Perch and Pickerel BEQs to meet the new requirements or demoing some or all of Perch and Pickerel BEQs and building a new multi floor structure like B1044 or B1131 which are market style units.
