About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is soliciting quotes for the complete replacement of a containment sump, spill container, and associated valves, piping, and materials located outside Building 16 at the VA Northern Indiana Health Care System Fort Wayne Campus. The project scope includes excavation, removal and disposal of existing infrastructure, and installation of new containment systems, with additional requirements for covered outdoor waste dumpsters, waste documentation forwarding, and Underground Storage Tank sensor replacement. A mandatory site visit was conducted on June 6, 2025, with quotes due by 10:00 EDT on June 23, 2025. The project must be completed within 90 calendar days from notice to proceed and requires compliance with VA construction standards, Davis-Bacon wage determinations, and strict subcontracting limitations. Only VA-certified Service-Disabled Veteran-Owned Small Businesses listed in the Veterans Small Business Certification database are eligible to submit quotes.
This solicitation is 100% set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 236220 with a small business size standard of $45 million. The estimated construction magnitude is less than $25,000, making this a relatively small-scale infrastructure replacement project. Work will be performed at 2121 Lake Avenue in Fort Wayne, Indiana, at the VA medical facility campus. The pre-bid site visit attendance record shows initial interest from Eagle Contractors Inc. and Armcorp Construction, indicating potential competition among qualified SDVOSB contractors. The project falls under the Commercial and Institutional Building Construction category and specifically addresses maintenance of hospital and infirmary facilities, reflecting the VA's ongoing commitment to maintaining critical infrastructure at its healthcare facilities.
