About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 has published a Special Notice announcing its intent to negotiate a sole source contract for asbestos abatement services at the Durham Veterans Medical Center in Durham, North Carolina. The contract will be awarded to K-EPPS LLC under the authority of Public Law 104-262 and Veterans Affairs Acquisition Regulation Part 873, with justification based on VAAR 819.7008 which allows soliciting from a Service-Disabled Veteran-Owned Small Business (SDVOSB) as a single source. The work involves asbestos-containing material (ACM) removal at multiple buildings within the Durham VAMC facility located at 508 Fulton Street. The contract falls under NAICS code 562910 for Remediation Services with a ceiling value of $25 million. This notice was posted on August 4, 2025, with responses due by August 5, 2025.
The primary purpose of this Special Notice is to inform the contracting community of the VA's intention to proceed with a sole source procurement rather than conducting a competitive solicitation process. The Durham VAMC has identified several buildings containing asbestos that require professional abatement services, with quantities being approximated and requiring contractor verification during execution. This is explicitly not a request for competitive quotes, and the government will not consider any responses from potential contractors. No solicitation documents are available, and telephone inquiries will not be accepted, with all questions directed to be submitted via email to Byron.Brown4@va.gov. The sole source approach is specifically justified under VAAR regulations that permit direct negotiation with Service-Disabled Veteran-Owned Small Businesses, indicating that K-EPPS LLC meets this eligibility criterion.
