About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for a precision transmitter unit (NSN 7H-6320-013170926-VN) under the shipboard alarm and signal systems category. The government does not own the technical data or rights needed to procure this specialized equipment from multiple sources, making it uneconomical to obtain the data rights or reverse engineer the part. This pre-solicitation notice indicates the government's intent to negotiate with only one source under FAR 6.302-1 sole source authority, though all responsible sources may express interest and capability to respond to the requirement. The notice was posted on July 18, 2025, with a due date of August 18, 2025, and interested parties have 45 days from publication to submit proposals, quotations, or capability statements for government consideration. Additionally, parties seeking to offer commercial items have 15 days to identify their interest and capability to the contracting officer.

This opportunity is set aside for total small business participation, requiring one unit to be delivered to DLA Distribution in New Cumberland, Pennsylvania. The specific item is identified as an "XMITTER, PRECSIONTRM, 10-4500" with TDP version 001, though no incumbent contractor or current service provider is mentioned in the notice. The government has not provided award value estimates or budget ranges for this procurement, and the timeline focuses on the 45-day response period rather than specific service delivery schedules. The notice emphasizes that while this is not a competitive solicitation request, the government retains full discretion to determine whether to pursue competitive procurement based on market responses. Military specifications and standards are available through the DoD Single Stock Point, though technical drawings and patterns are not maintained at that location.
