The attached solicitation NND16592767R is for the X-Plan Systems Requirements Definition. NASA seeks contractor assistance in the concept design for the development of the potential X-Plane requirement. The goal of the study is to assist NASA in defining the cost, schedule, and technical approach for proceeding with the potential subsonic X-plane procurement. NASA requires a detailed integrated X-plane concept designed that provides data that supports a vision system capable of meeting all three NASA N+2 goals simultaneously. NASA will use the data gathered from the contract(s) awarded under this solicitation to assist in the development of its X-plane requirements. The Government requires unlimited data rights to the system requirements definition deliverable. The Government's right to other data under this requirement shall be proposed by Offeror. This requirement is limited to Domestic sources. Proposals from foreign sources will not be accepted.
NASA will be conducting a Pre-proposal Conference (Industry Day) via webinar 15 July 2016.

FOR X-PLANE CONCEPTS SUPPORTING THE
ULTRA EFFICIENT SUBSONIC TRANSPORT THRUST
NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award one or more contracts for the development of system requirements for promising x-plane concepts. The objective is to assist NASA in defining the technical approach, schedule, and cost for proceeding with potential X-plane procurement(s) that support accomplishment of NASA's goals and objectives for the Ultra Efficient Subsonic Transport Thrust (Reference ARMD Strategic Plan, http://www.aeronautics.nasa.gov/pdf/armd-strategic-implementation-plan.pdf).
This notice is not a Request for Proposal (RFP). Potential Offerors should monitor the Federal Business Opportunity website for any changes or the potential release of an RFP.
